          Sealed tenders are invited for the supply of following surveillance equipment to this unit.

Sealed tenders duly superscribed as “Tenders for supply of Surveillance equipment to Coastal Security Police” shall be submitted either by Registered post or in person addressed to the Chairman Procuring committee and Additional Director General of Police, (Law & Order) Office of the Director General and Inspector General of Police, Nrupathunga Road Bangalore-1, so as to reach on or before date 03-03-2009 by 4.00 PM. Tender offer for supply of Surveillance equipment shall comply with the specifications of this tender notification. The tender can be submitted on all the items in the list as shown in the specifications.

The tenderer shall submit two covers, the first cover shall contain experience, past performance in supply of said equipment, financial status and capacity. The second cover shall contain the price quoted by the tenderer. The tenderer shall superscribe on the first cover as “ Technical Tender ” and on the second cover as “Financial bid”. In addition to this, it should be superscribed as “ tender for supply of surveillance equipment to coastal security police”. Only those agencies /bidders who have the technical expertise and capability to execute the contract independently and without the involvement of middle man, shall participate in the bid.

 

          Tender forms containing detailed terms and conditions and specifications of the item to be supplied can be obtained from this office between 10.00 am and 4.00 pm on any working day between date : 21-02-2009 and 03-03-2009. The cost of each tender form is rupees 1,000-00 (one thousand only), payble by open D.D only in favour of Chairman procurement Committee and Additional Director General of Police, (Law & Order), Office of the Director General and Inspector General of Police Nrupathunga road Bangalore-1 which is nonrefundable (money order/Cash will not be accepted). The tenderer who desires to obtain the tender by post may send D.D for Rupees 1,000.00 drawn in favour of Chairman procurement Committee and Additional Director General of Police, (Law & Order), Office of the Director General and Inspector General of Police Nrupathunga road Bangalore-1 along with self addressed envelope of size 9x12 affixed in stamp of the value of Rupees 35/-. Tenders as well as specifications can also be downloaded from website  www.karnatakastatepolice and www.ksp.gov.in .Tender should be submitted in duplicate in sealed envelope duly superscribed as stated above and address of the firm below. Envelope should contain duly filled tender applications along with D.D, towards 2% of E.M.D of the quoted item of the total amount drawn in favour of the Chairman Procurement Committee and Additional Director General of Police, (Law & Order), Office of the Director General and Inspector General of Police, Nrupathunga Road Bangalore-1 along with details of financial, technical service capability, Sales tax, income tax details, annual turn over details, brochures and catalogues with technical specifications.

 

          Tender applications received after due date will not be considered. The tender envelope received will be opened in the office of Additional Director General of Police, (Law & Order) Bangalore on 04-03-2009, at 11.00 am.  The Authority will first open technical tender cover for evaluation and prepare a list of qualified tenderers. Thereafter the second, (financial bid) covers of those who are qualified will be opened. Tenderers may be present at the time of opening of tenders.

 

         

Demonstration of the equipment by the tenderer is compulsory and it will be held on 05-03-2009 at 11.00 am. After the demonstration the Financial bid of successful tenderer will be opened on 06-03-2009 at 11.00 am.      

 

The tenders received without earnest Money Deposit (E.M.D) shall be rejected. The department will not be responsible for any delay/loss/ damage/or non-receipt of request / tender documents/ tender sent by post /courier etc., Department’s right to accept / reject/split/increase or decrease quantity of any or all tenders without assigning any reasons is reserved.

 

          In case the tender proceedings can’t be held on the above dates due to unforeseen circumstances like holidays etc., the same will be held on the following dates at the same time. General terms and conditions are enclosed at Annexure ‘A’ for information and compliance.

ANNEXURE – A.

 

GENERAL TERMS AND CONDITIONS OF TENDER

 

1.

The tenderer should mention proper specifications for the goods they intended to supply. Their rates should be legibly indicated in both words and figures. If there is a discrepancy in the value between the figures and words, the value which is lesser will be taken into account. The tenderer should furnish his full address and affix his signature on each page of the tender form. Any alterations or correction in the specification and rate should be attested by the tenderer.

 

2.

Total amount of the tender called for is Rs. 130 lakhs.

 

3.

Each tender form should be accompanied by EMD in the form of demand draft and drawn in favour of the Chairman procurement Committee and ADGP (Law & Order), Office of the Director General and Inspector General of Police Nrupathunga road Bangalore-1. The (EMD) amount is 2% of E.M.D of the quoted item of the total amount.  Successful tenderer should furnish additional security deposit to the department, equivalent to 5% of the value of the goods for which the tender is made. As a general rule, bank guarantee will not be accepted towards EMD or security deposit. But in exceptional cases the Procuring committee Chairman may accept bank guarantee of a firm / company.

 

4.

The tenders which do not accompany EMD are liable to be rejected. The EMD of the unsuccessful tenderers will be refunded soon after the tenders are finalized. The EMD of the successful tenderers will be refunded only after the completion of supplies.

 

5.

The successful tenderer should complete his supplies within the stipulated period as per the supply order issued by the Chairman procurement Committee and ADGP (L&O), Office of the Director General and Inspector General of Police Nrupathunga road Bangalore.

 

6.

Application for refund of EMD by tenderer should be addressed to the Chairman procurement Committee and ADGP (Law & Order), Office of the Director General and Inspector General of Police Nrupathunga road Bangalore-1.

For the fulfilment of contract, the successful tenderer is required to execute an agreement on stamp paper of the value of Rs. 100/-.

 

 

8.

The successful tenderer should enter into an agreement with the department duly assuring his complete supplies within the stipulated period and also agreeing to the penalty that may be imposed by the tender accepting authority.

 

9.

The tender accepting authority, may arrange for negotiation of the rates after opening of tenders in order to obtain competitive rates for the best quality of materials.

 

 

10.

The tender accepting authority viz Procuring Committee Chairman reserves the right either to accept or reject the tender. The decision of this authority will be final.

 

 

11.

The supplies will have to be made to the Chairman Procurement Committee and the ADGP (Law & Order), Office of the Director General and Inspector General of Police Nrupathunga road Bangalore-1, or to any other place in the state to be mentioned at later date.

 

 

12.

The equipment supplied will be subjected to scrutiny / verification both by the chairman and members of the Procurement Committee and experts in the concerned field for quality.

 

 

13.

The prices quoted shall be inclusive of excise duty, sales tax and any other taxes / cess if any as applicable to be indicated.

 

 

14.

In respect of equipment quoted, the supplier shall give 3 year warranty and 3 year guarantee.

 

 

15.

The tenderer should indicate the rates for equipment for I.S.I mark quality wherever I.S.I specifications have been laid down. In such cases the tenderer should furnish an attested photo copy of valid I.S.I licence along with tender, failing which such offers will be rejected. In case any authorized dealer quotes on behalf of their manufacturers, the authorization letter from their manufacturer should be enclosed with the quotation. In respect of I.S.I specification equipment, the tenderer should indicate against each quoted item the relevant I.S.I numbers.

The rate quoted should be valid for one year.

 

 

17.

After finalization of tender, order will be placed with the approved tenderer. If this tenderer fails to supply the equipment within the specific period, the department may resort to cancellation of the said order and to place order with next lowest tenderer. In such an eventuality, the defaulting firms / tenderer will be required to make good any loss which the department may incur besides paying specified penalty.

 

 

18.

The tenderer including the manufacturers should furnish a certificate to the effect that the price quoted by them is comparable / almost comparable to the factory quoted price or manufacturers price list and that the price, quoted is not unreasonably high. 

 

19.

The tenderers (Agent / Dealer) should furnish full and clear address of the manufacturing unit vis-à-vis the product they intend to supply. In case of failure to do so, their quotations will be liable for rejection.

 

 

20.

The tenderers should bear the testing charges if any, which will be intimated at a later date. The tenderer should make his own arrangements to deliver the sample to this office.

 

 

21.

The tenderer who have registered with director of industries and commerce, Bangalore, Government of Karnataka as a small scale industries unit, shall enclose with the quotation a copy of the valid SSI certificate issued by the Industries and commerce department, duly attested by a gazetted officer.

 

 

22.

The tenderer should furnish the I.S.I certificate in respect of material to be supplied by them in case of their materials having I.S.I certificate making.

 

 

23.

The tenderers should indicate full particulars about the make, brand, name of the manufacturer and detailed specification of the material offered by them.

 

24.

A declaration to the effect that “ I declare that I am manufacturer/ authorized agent of manufacturer / holder of Ex-stock of the stores intended for " should be duly signed by the tenderer in each case and same should be furnished along with the quotation.

 

 

25.

The tenderers should intimate whether the tenderer is a manufacturer / authorized dealer and to furnish documentary proof to that effect without fail.

The court of Bangalore shall alone have jurisdiction for any dispute arising out of or in respect of the contract.

 

27.

Failure on the part of the firm whose offer has been accepted to complete the formalities like execution of the agreement and remittance of security deposit within the time given, will empower the Tender Accepting Authority, to forfeit the deposits remitted against the tender notice to department by the said firm.

28.

Each equipment tendered will be considered as a separate and distinct tender in itself and rates for each items should be quoted separately.

29.

In case the equipment is rejected as not being in accordance with approved sample or has been received in damaged condition the tenderer should be prepared to take them back and replace them with correct material within a week without additional cost to this department.

30.

In matters of dispute regarding supply not being in conformity with the approved quality or the performance of the terms or any other matter, the decision of the tender accepting authority shall be final.

 

31.

The tenders should be submitted in duplicate in prescribed form downloaded from website www.karnatakastatepolice and www.ksp.gov.in purchased from the Chairman Procurement Committee and the ADGP (Law & Order), Office of the Director General and Inspector General of Police Nrupathunga road Bangalore-1, only. The duplicate quotation should also contain all papers as in the original quotation specifically indicating the rates, taxes, duties, discount and other aspects as that of original quotation, failing which such quotation is liable for rejection.

 

32.

The tender covers should be addressed to the Chairman Procurement Committee and the ADGP (Law & Order) Office of the Director General and Inspector General of Police Nrupathunga road Bangalore-1, superscribing on the top as “Quotation for supply of Surveillance equipment ” and address of the firm below.

33.

The tender accepting authority, is empowered to ask for further guarantee from tenderer to the extent considered necessary, in case the value of the orders placed in individual case is very very heavy.

34.

The tender is not transferable.

SPECIFICATIONS OF SURVEILLANCE EQUIPMENT

 

1. Multi Vapour / Explosive Detector :-

 

i)                    It should be hand held explosives and narcotic drugs detection device.

ii)                  It should be very sensitive for particle and vapour of explosives / narcotic substances. 

iii)                It should be light weight and compact for use.

iv)               It should have high power backup and rechargeable power backup.

v)                 It should detect explosives / drugs within no time / very fast with highest reliability and fit to be compatible for sea patrolling.

 

2. Hand held metal detector with charger :-

 

       It should be useable by Police Squads for searching explosive objects containing metal parts in outdoor territories, buildings and shallow waters.

 

i)                    Should detect from the Depth of :

                        Antitank mine                                                                      up to 110 cms

                        Antipersonnel mine                                                           up to 28 cms

 

ii)                  Should be automatic have capability of automatic adjustment to conditions of searching.

iii)                Indication :

                        Sound should be minimum : Three tones.

v)                 Continuous operational time should not be less than 8 hrs

3. Dragon light / Commando Torch :-

 

i)                    Must be compact and portable.

iii)                Must be rechargeable with longer battery life with dimmer facility.

iv)               Must have high power penetrating beam preferably 1 km to 2 kms.

v)                 Must be provided with custom made carry bag.

iii)                Must ensure protection against incoming high velocity bullet of AK 47 and SLR rifles.

iv)               Must be provided with trauma plates to absorb impact of bullet.

v)                 Must ensure protection against stab & cut type steel weapons.

 

5. Universal Forensic Extraction Device for Mobile Phones :-

 

i)                    Must be able to extract information from all cell phones and PDA devices. 

ii)                  Must be able to extract vital statistics such as phone book, pictures, text messages, call logs, videos, ESN, IMEI and other information.

iii)                Must be provided with all required accessories and software.

iv)               Must be compact and portable to use in field also.

v)                 It should identify all calls/messages history even when SIM is destroyed / lost.

vi)               It should provide access even to all deleted messages etc.

 

6. Satellite Phones :-  

 

i)                    Satellite phone must be with highest connectivity.

ii)                  Fit to be used in marine patrolling with good audibility and reception of wide range. 

 

7. Haversack :-  

 

i)                    Should be fit for marine patrolling.

ii)                  Should have pouches to carry torch, water bottle and other necessary items.
