Introduction:

 

The meeting commen= ced with the welcome by Sri R Sri Kumar, DG&IGP, Karnat= aka to all the dignitaries present on the dais. The idea of MANTHAN was envisag= ed and initiated by the present government with a view to elicit views, ideas = and suggestions from senior officers of the government with a view to improve t= he service delivery of the government. Sri Sri Kum= ar drew the attention of the assembled officers to  the deteriorating image of = the police and the growing discontent among the public due to certain acts by a section of police officers. The  D= G&IGP stated that the Indian police had been established to be agent of the government by the British and Police has not fully transformed itself in to being an agent of law in Independent Ind= ia. It is time for introspection as crime statistics almost remained stagnant despite manifold increase in population and new socio-economic legislations. When women in this country can walk freely in the streets without any fear, then only  the police system can be said to be functioning effectively. He cited the examp= le of a young law student Alyosha who got killed i= n the night near the Law School  by rowdy elements. The DG&IGP said that the <= span lang=3DEN-GB style=3D'font-size:13.0pt;mso-bidi-font-size:12.0pt;line-heigh= t:150%; font-family:"Bookman Old Style"'>session should be used as an opportunity to identify the issues, solutions and throw up innovative ideas, with a view to improve the service delivery of the police.

 

The Chief Minister of Karnataka in his introductory remarks drew the attention of his ministerial colleagues and o= ther senior officers to the objective behind MANTHAN. He emphasised the need for each of the participating officers to come out with frank and unbiased feedback, suggestions and ideas with a view to improve the service delivery= of the police department. He highlighted that police image and performance as = the primary parameters, which decide the public opinion regarding the performan= ce and image of the government. The chief minister said that when the citizens can not approach police station = for making complaints about their problems, no good work of government is usefu= l.

 

The Home Minister of Karnataka in his init= ial remarks encouraged the officers to contribute to the MANTHAN with a open mind and assured that the government is willing= to go that extra mile to make the police department function as a responsible and independent wing of the government. The Home Minister stated that police image is like a good will and many issues get sorted out because of this.

 

Presentations of the Participants:

 

The participating officers were later give= n an opportunity to give their presentations in a 3-5 minute time slot. The DG&IGP requested the officers to come out with concrete suggestions for improvement of police performance and service delivery. The officers then m= ade presentations starting with the youngest officer / junior-most officer foll= owed by the next senior officer. A total of 41 IPS officers<= span style=3D'mso-spacerun:yes'>  who were present in the mee= ting gave their presentations. The points raised by the officers have been compi= led and enclosed as Annexure – II. The summary of the issues raised by the officers are categorized as follows and the gist of the suggestions are compiled.

 

·      =   Perspective police plan:

A long term strategic plan for police was emphasized, to channelize the ef= forts for improved service delivery in a consistent and coherent manner by police department. A perspective plan titled Karnataka Police 2020 was prop= osed to concretise the action plan – both long term and short term.

·      =   Police reforms:

 The recommendations of Dharma Vira National police commission and as per the direct= ions of the Supreme Court judgment given in September 2006 were to be implemented immediately. A draft police act had been prepared and in a few days it will= be submitted to the government. The need for implementing police reforms was emphasized in view of the guidelines of the Supreme Court in Prakash Singh’s case.

The need for police reforms particularly the issues of postings and transfers, which were centr= al to the Supreme Court seizing the issue of police reforms was eloquently bro= ught out by a large number of participants. The major cause for the deterioratio= n in the appalling service delivery and corruption in police was squarely and conclusively suggested to emanate from the extraneous considerations in postings and transfers.  Quoti= ng examples from the working of police system in various countries with excell= ent police service delivery models, the speakers  made out a strong case for = police autonomy, with focus on ensuring the placement of police officers in various positions based on merit, past performance=   and professional competence.

·      =   Career Progression and Promotional Opportunities:

The CM and his cabinet colleagues were briefed about the pathetic condition of the constabulary, w= ho retire from service without even seeing a single promotion during their car= eer. The IPS officers also after their stint as Superintendents of Police, in la= rge number of posts are put in places with very minimal and less substantive ta= sks to perform. It was highlighted that, the promotional avenues of the police personnel needed to be improved upon. Similarly, the IPS officers of the ra= nks of DIG and above needed to be considered as part of the senior management p= ool of the government, to manage various positions in the government.

·      =   Training and Training Institutions:

Large number of speakers identified lack of appropriate training as one of the most important contributory factors leading to less than adequate professionalism in the public service delivery. On the one hand, infrastructure of the training institutions has a lot to be desired and lack of incentives reduces the att= raction to qualified trainers for joining training institutions. A sustained effort coupled with innovative and adequate compensation should be designed to imp= rove the training components.

·        Free registration of cases:

The CM stated that only 1= 0% of the complaints come to police station because the complainants have fear that if a complaint is given their protection is not guaranteed. The bane of police system in many parts of the country is hesitation to register cases freely as was pointed by DG&IGP who narrated his personal experiences. = The ADGP(C&TS) stated that a toll f= ree phone was installed to encourage citizens to complaint to police freely= and without any cost. The need for free registration of cases was stressed by m= any police officers. For free registration, the DCP(= South East) mentioned that assessment of police performance should not be based on crime statistics. IGP, COD suggested a system of comput= erised  environ that facilitated fr= ee global registration and local investigation capability.

·      =   Traffic improvement in Bangalore city:

The Additional Commission= er of police (traffic) mentioned that Bangalore city is able to implement some of the tra= ffic programs using state-of-art technology and these were so good that it could give immediate results in improvement of traffic regulation in the city, but the staff required education and training and this requires a reasonable te= nure for the traffic staff.

·      =   Excise prohibition enforcement:

The I= GP(Excise enforcement and Lotteries) mentioned that the government needed to strength= en the recently created cell which is unique and useful. Its sanctioned police strength should not be diverted for other purposes if the government is int= ent on strengthening this cell.

·      =   Internal vigilance:

 The ADGP(Karnataka Lokayuktha) mentioned that there should be an internal vigilance cell in each government department, as is prevalent in t= he Government of India. This will enable the government departments to take preventive action to curb corruption and also to take measures to deter ‘corrupt’ officers. Further, this will help reduce the incidenc= es of large scale corruption leading to cases by the Karnataka Lokayukta.

·      =   Police buildings:

The pathetic condition of= the police buildings particularly the residential quarters of the sub-ordinate staff were highlighted by various officers. An emergent action plan is need= ed to be drawn to alleviate the sub-human living conditions of the police personnel by taking up repairs and new construction.

·      =   Free sites to houseless police personnel:

The earlier governments promised free sites to houseless police personnel and this government is requested to sanction this  welfare measure that can pr= omote police morale.

·      =   Incentives to police personnel working in intelligence/special wings:

The IGP (Intelligence) mentioned that earlier 30% incentive was given to the police personnel work= ing in Intelligence and special wings but now only 15% is being given (that too= 15% of the old scales), where as neighbouring Andhra Pradesh (50% of new pay sc= ales) incentive is given to such police personnel. By sanctioning such incentives= it is possible to attract willing officers to man these specialized but, less attractive police jobs. In Gujarat, during the period of posting in Intelligence, ATS, Training etc. personnel were  given one step promotion. T= hey were selected after an examination.

·      =   Computerization: =

ADGP, Crime and Technical services stated that about one crore police records are computerized making Karnataka police as on= e of the most computerized state and this will be further strengthened by launch= of Police IT 2000. Video conferencing, LAN, email, hard disk imaging, mobile d= ata recovery, online finger printing (AFIS) and web based project monitoring are being used to make speed up police responsiveness and to detect many crimes.  All these programs ne= eded to be universalised and strengthened continuously.

·      =   Appointment of media management officers for police:

 Many a times, police have to handle= media on sensitive and important issues. With the advent of  24X7 news channels, investigations of police are under intense scrutiny and, any slip-up in handling media is leading to avoidable damage to the police image and, rais= es suspicions on genuine investigative work.   Hence trained and profession= al media managers should be appointed to brief the press and electronic channels.  

·      =   International standards for Karnataka police:

the<= span lang=3DEN-GB style=3D'font-size:13.0pt;mso-bidi-font-size:10.0pt;line-heigh= t:150%; font-family:"Bookman Old Style"'> IGP(vigilance-irrigation) mentioned that there are 84 international standards prescribed by IACP (International Association of Chiefs of Police) and Karnataka ranked poorly on many of the measures and needs to upgrade its standards. A comprehensive and implementable plan of action should be created to imp= rove the measures of performance.

·      =   Cost of investigation:

 The DGP(= CoD) emphasized about cost of investigation and said financially police should be strengthened to meet full cost of investigation thereby removing scope for corruption by police. The financial powers of the police officers need to be upgraded so that such cost of investigations can= be met by the competent officers, without seeking t= o go in for government sanctions for each and every small work. Further, even in= the normally delegated financial powers, it was brought out that, the DG&IGP who is equivalent in status to the Chief Secretary of a state, was not even conferred the financial powers of a Secretary to the Government. It was demanded that, the DG&IGP should be given financial powers equivalent to that of the  Chief  Secretary to Government.

·      =   Police people ratio:

 A demand was made to improve the people- police ratio. It was stated that, the ratio is poor in our state and is below the national average.

·      =   Recruitment:

The house was informed th= at the Karnataka Police has one of the most transparent and clean recruitment systems in the Country. 

 

The various suggestions as above however revolved around human resources policies in the department. The lack of independence to the department to decide on the matters of placement of rig= ht personnel at the right places was highlighted repeatedly as the major factor contributing to the deteriorating public perception of the department.

 

With a view to address the issues raised by the participants, the DG&IGP had flagged the 10-point programme (Annexu= re III) envisaged by him for special implementation within 100 days, to bring about the immediate changes argued for by the participants.

 

Final Observations: =

 

After the participants presented their viewpoints, Hon’ble Minister for Rural Development & Panchayati Raj drew the attention of the Hon’ble Chief Minister of the plight of the police personnel with respect to their working hours and facilities. She emphasised the need to bring in transparency in administration of transfers, with a view to arrest the slide in public imag= e of the police department. Further, she added that the training of police perso= nnel need to be revamped to make them better and service oriented. She also stre= ssed on skill upgradation in areas like cyber crimes= and other emerging crimes.

 

The Hon’ble Home Minister in his concluding remarks emphasised the need for renewed focus on crime control and prevention. Faith in the police according to him is direc= tly proportional to the success of the police in executing a citizen friendly c= rime control and prevention programmes, with respect to human rights and dignity= of citizens.

 

The Hon’ble Chief Minister in his concluding remarks has assured the police leadership regarding the governments’ willingness to put a stop to the transfers from the political executive and, allowing the department to administer the manpower placement policies as per the professional requirements. He encour= aged and, implored the members of the department to professionally administer the department with an aim to ensure that terrorism do not take roots in Karnat= aka; free registration of crimes by ordinary citizens of the land in the police stations; change of mindset in the police, particularly the lower level functionaries towards weaker sections of the society.

 

·      =   Anti terrorist and Anti Naxal cells:

 The CM said that citizens should be= able to come forward to inform freely about the anti social and criminal activit= ies of terrorists. He asked the police to prepare a long term and short term ac= tion plan and said that all financial support would be given by the government. = Some of the good practices of police in other parts of the country and abroad sh= ould get incorporated in our system. The features of  new proposal sent to Govt. = was explained by the ADGP(Internal Security), who sought sanction for creation = of a full fledged Anti-terrorist cell(ATC). He requested for more staff for ATC.= The ADGP (L&O) stated that the Grey Hounds model of Andhra Pradesh could be adapted here in our state as it works on regimental model of the army. The = SP, Shimoga made a presentation on N= axal activities and listed six issues which have been recognized by him as impor= tant which included operation strategies and intelligence collection. It has also come to our knowledge that Naxals and terrorist= s are joining hands and using computers for commission of crimes.

 

The DG&IGP in his concluding remarks assured the Hon’ble Chief Minister and his cabinet colleagues, the resolve of the Karnataka State Police to rise to the expectations of the government and promised to deliver<= span style=3D'mso-spacerun:yes'>  a people friendly and effic= ient police service to the citizens of Karnataka.
