Following points have been discussed in the meeting:

 

 

Sri R.P.Sharma, IGP, G & HR

 

IGP, G & HR informed that the All India Police Duty Meet now is two months away from this date.  Various Committees have already been constituted   and members are aware of it.   Those who are not aware  of these events may please see the website. Members should know to which committee they belonged to. On  6th of October 2008 we have already sent to all the State Police Forces the Entry Forms and other informations.  They are expected to fill their Entry Forms and send it by 2nd of December 2008.  The various committees have been re-constituted on the request of some of the heads of the Committees.  The Committees will be put on the website.

 

He further stated that a proposal has been sent to the state Government for sanction of Rs.34 lakhs for organising this meet on the recommendations of the Chairman, Budget committee, All India Police Duty Meet.  He also informed that he expected around 1800 participants from the entire country which includes 300 participants from the host states. He called upon the officers to get ready with the blue prints and Action plan and requested the DG & IGP to address the officers.

 

DG & IGP stressed the need for the innovative thinking and one should not waste time in having too many meetings.  While organizing this Meet, organize with cohesiveness among ourselves and co-ordinated way.  This cohesion is put in very solid ground.  Today when there is bomb blast etc., supposing anything happens when some emergency is called for if you had spirit of working together, work together.  Our main idea here would be to achieve best objectives.  What we have done earlier, problems if you have any, bring it, we will attend to it and work it out in co-ordinated manner.

 

Addl.DGP ( Cr. & T.S.):

         

He stated that he had the privilege of being the Secretary  of  All India Police Duty Meet held in Bangalore hosted by Karnataka Police in the year 2002.  It started when Mr.V.V. Bhaskar was DGP.  He accepted this responsibility but actual  Duty Meet took place when Mr.T.Madiyal was DGP.   Thanks to excellent co-operation  of Members of the Force.  The Duty Meet was a great success from the organisational point of view and in terms of cost performance.

 

Of course, as already said by the DG & IGP, he took appropriate steps and responsibilities. We have to discharge our duties in a good account of ourselves.  Committees have already been formed.  There are various committees.  Everybody knows his responsibilities.

 

          He requested the Organising Secretary to prepare the Check List of various duties of Committees because in the last Duty Meet he had the Check List. Check List can also be distributed. 

 

          There will be about 1000 participants.  We will have to find accommodations.  During the last Duty Meet Chairman, Police Housing Corporation gave  KSRP quarters which were in final stage of construction.  We could simply occupy them.  Electricity, water connection were made.  Identify the place where we are going to accommodate  about 1000 people.  This is a major issue.   Different measures have to be found.  Every team will have its own Mess, but facilities have to be made.

 

          Mementoes will have to be in 3 categories.   1)  DGPs of all the States whether attend or not, and it will be sent through representatives. 2) Officers who represent various States irrespective of the number.  3) All the participants Constable or whatever level who are participating in the Duty Meet they will have to be given.  We have to take a quick decision.  

 

 

          In close coordination we have to work.  The Organising Secretary will have to establish a small Control Room jotting down the tour programmes of various people & delegates.  DCsP  to make arrangements for their reception at Railway Stations etc.  For southern states, we can request them to bring their own transport.   Proper reception has to be made.  Proper liaison has to be made.  Liaison Officers have to be called.  So there is lot of work if we have to do it smoothly and he is sure all these things can be taken care of.  As said by DG & IGP it is a matter of co-ordination, it is a matter of prestige of the State even if it means little inconvenience, it means an additional work. The reputation of the Karnataka police have to maintained.     People from Northern States will accompany their spouses.  It is important to indicate instructions that they should not bring their spouse.   Accommodation will have to be provided  with some sensitivity. In para-military forces there are level like Dy.Commandants, this fact has to be considered. The accommodation plan  has  to be  done with  lot of  sensitivity.  

 

He visited Chennai  and went through the files including minute details like Dog Squad competition etc., We will have to make provision for it.  But planning is required. He is ready to share his experience with his colleagues particularly the organizing Secretary and he will be available to support this effort.  This meeting in future  will focus on more details.  Next meeting we should have an agenda. 

 

IGP, KSRP informed that Accommodation Committee Chairman Mr.Kuchanna Srinivasan is not present here.  He wanted to know details of number of participants rank-wise.

 

          IGP, G & HR stated that the number of likely participants  men from Karnataka put together including the officials accompanied by the team would be around 1800.  Entry Forms will come by 2nd December.   We have to short list this by 4th of December.  

 

          The meeting discussed at length about the kind of accommodation to be made for the participants and about conducting Police IT Exhibition & possibility of out sourcing the event.

 

ADGP, Cr. & TS said that Event Manager may not understand the Police culture.  It is a very challenging event.  We deal with constabulary to DGs.  Protocol issues are involved. It is a very challenging issue. 

 

IGP, KSRP said that we can equip ourselves so that organization can be benefited.

         

IGP, Vigilance, Water Resource said that this kind of arrangement definitely will have its impact.  Police officers involvement is a must.  

 

IGP, Excise said that when we receive the officers from the constable to the DGP we have to show hospitality.   Most of the work will have to be done by police officers.  

 

 

           DG & IGP said that  each Committee chairman needs  Budget approval .  This is a most important thing. We have to be very sure of  money which we are going to  get.
